No one service calculates the actual taxes for all the states for free.
The site http://www.paycheckcity.com calculates withholding for all states for free, but does not calculate the tax to be paid when the employee files.
There are various free sites that are for one state only, usually run by that state.
There are also various paid services, such as H&R Block.

I don’t think there would be any free services. Companies pay big money to be able to use these services.
The ones I’m familiar with are BSI & Vertex
