Hello, I highly recommended you to choose these top 5 web hosting online.
http://5-host.com
I recommend one of these: http://www.tophostingpicks.com
iPage has the best offer right now.
Their standard price is $84/year ($6.95) but they have
a 50% sale, one year of hosting for $42.00.
Their plan includes:
Unlimited disk space
Unlimited bandwidth
Unlimited email addresses
Free domain name
Price: $42/year ($3.50)
They have one of the most popular hosting platforms, which currently hosts over a million websites. They’re also one of the oldest hosting companies, founded in 1998.
They include a free point & click online site builder so you can create a website without any programming (easily, just by drag and drop) or you could install WordPress (they include easy, one click install from their control panel), choose a theme that you like, and start adding content.
They also have a great custom control panel with OneClick installs of all the popular software like WordPress, Joomla, Forums, Chat, Galleries, Online stores and a lot more.
Hi,
Most of todays hosts give you unlimited email adressess, autoresponder and the best apps to create your website. The best programs to create are called CMS systems that make creating an effective website easy.
There are many hosts that offer good service including Justhost, lunarpages etc. I am not aware of any of them that offer a service to help you make the site. However, I do help people with this and I dont charge to help if you would like to contact me.
I am happily enjoying BlueHost services since last 4 years and am very much satisfied. I transferred after test and try of several hosting companies but this one is The Best.
I have hosted many domains on 1 single account and have got no issues with them till now.
You can see that they are hosting over 1,000,000 domains which means ofcourse they are the best.

All the best
Now a days quite a few hosting companies have started offering unlimited bandwidth, disc space, domain hosting and email addresses with reasonable pricing.
As you may know a domain name is just a name, not a real website. If you are going to create your website: 1- Buy a domain name. A domain name is a name you want to call your website (ex: http://www.yahoo.com). To get a domain name, you have to pay an annual fee to a registrar for the right to use that name. 2- Buy a web hosting service to provide your online space and enable you to get your website online at your purchased domain name.
If you want to start your website I recommend purchase your domain and hosting together. In this way it is possible to get your domain for free. Some hosting services offer this gift today.
As an experienced webmaster I recommend BH web hosting which I’m sure it would work for you and fulfill all your requirements. They have a really great offer for hosting & I have used them for over 3 yrs now, and have never had a single problem with them.
You can reach reviews about this web hosting provider and its latest DISCOUNT COUPONS at:

Only $3.95 /month (with discount coupon)
They also offer "Free Site Builder" that helps you build your web pages without difficulty if you are not skilled in using any website creating program (WYSIWYG: What You See Is What You Get). You can use this service optionally. You can also create the pages offline with your favorite program (DreamWeaver, FrontPage, Microsoft Publisher, iWeb etc.), and then upload them to your web host. This is another easy way to get your website online.

I would suggest http://www.leethost.tk
They have near 24/7 Live Support, A great Forum, a nice blog, and packages start at $2.99 a month!
I work with GoDaddy but its servers are slower than many others. Here is a good chart to compare hosting firms for your needs: http://www.100hostpower.com/best-hosting-firms.html
Here are two personal suggestions based on my experience. These hosts are pretty nice and give you pretty much anything you need for a web hosting service (including domain name).
1&1 Internet (You can choose Microsoft or Linux)

Web Hosting Pad

As for service helping you create a website, are you asking for help (looking for a designer) or a built in site builder for that hosting service so that you can build the website yourself? If you are creating the site for your business, I would strongly suggest letting a designer design your site for you. Can anyone build a website? Yes. Can everyone design a professional looking one? No. If your site doesn’t look professional, your visitors will not take you seriously. This is more or less just a caution from me to you, but in the end, it’s all up to you and what you want to do (and your budget). The sites above that I suggested don’t really give you much help in terms of designing a site. I think they have site builders (which I have not used – I always design them myself using my own design programs), but in my experiences when I was getting started, they are pretty lame. You can try them and see how you like them though.
If you are making a site from scratch using Adobe Dreamweaver or pure html, you should use godaddy.com for your hosting. But if you want to create a site with an included website builder, go to http://www.hostmonster.com since they have great hosting (unlimited!!) and domain names for cheap prices. Their online website builder is amazing and you can have a professional website up and running in a few minutes. It comes with great features such as ecommerce technology widgets, chat rooms, forums, forms, etc. Do not use godaddy if you are wanting to build a site. Their program website tonite or whatever SUCKS!!!! It has no features what so ever.
One of the most popular web hosting providers is iPage and their services are acclaimed globally. They are well known for their record uptime and also the pricing. For such excellent and amazing services, they are by far the most economical website hosting provider.
They have a very easy to use website builder, marketing voucher for leading advertising networks, free domain name and many more. They provide a life time domain name for free which is one of their key offers.
They host your website at multiple locations thus minimizing the ever negligible chance of losing your data forever due to any contingency and at the same time this helps to maintain a high uptime if incase any server is down for maintenance or for any other reasons. iPage is the most reliable and fast website hosting server with unlimited bandwidth with your package. Their customer and technical supports are definitely top-notch. Most of the other hosting companies don’t offer prompt services as far as the customer support is concerned. >> http://www.webhostingbreak.com/ipage-discount/
