I use http://www.ixwebhosting-unlimited-pro.moneysavecenter.com?id=m3y227 so far so good.
I have 38 domains and 172 subdomains right now with about 30 databases.
Some sites are article directories with 200.000 pages, I have all sorts.
I monitor for downtime using pingability.com and have had none for the last two years.
I also started up with these a while back http://webhosting.moneysavecenter.com/byet as they were only $35.88 USD Annually (with a Free Domain) and then I moved on to their VPS.
I guess Frontpage is just an tool to design website ,n what you need to do is just transfer all you stuffs in similar folder stucture in webhost server folders.
That can be done with help of just any FTP available.
I wonder if frontpage has anything more than this.So just any host will allow you to do so.

Oops, I just noticed you’re asking about domains, not hosting. But I’ll leave the above info, since what really makes the difference about whether you can use Frontpage and other design stuff is your hosting company.
The hosting companies "rents" you space for your site; the domain is the name you buy (and own) for your website.
