Find a free web host that supports PHP and MySQL and get a’cracking!
When you say web service do you mean a service made for the web? Because then you should know how to do it already.
Do you mean you can make website? Because then you should know how to do it already.
If you just want to promote a service on the web, go to Craigslist.
You would either need to find a hosting provider first, or setup your own server.
There are both Shared and Dedicated hosting solutions, the latter is only required for very high-traffic websites, or sites with special hardware requirements. You should check http://www.webhostingtalk.com/ for more information on the individual hosts.
If you want to setup your own server, then I recommend that you try the free Apache HTTP server, get it at http://httpd.apache.org/download.cgi
