There are web-based nation-wide phone books, as below.
You might try Google, if the names are rare. Use all four forms and quotation marks:
"Abraham Lincoln"
"Lincoln, Abraham"
"Abe Lincoln"
"Lincoln, Abe"
If the surname is REALLY rare, try relatives. That is, the last person who asked a question like this had a surname so rare there were just 14 of them listed in the entire USA, in the phone book below. I suggested she call all 14 to see if they knew of the man she wanted to find.
